When a new pre-sentient race is discovered, it is a time to rejoice across the Five Galaxies. It heralds in a new era for that race as a starfaring people. Uplift is one of the oldest and most cherished practices in Galactic society.

Animals may evolve to the point of pre-sentience: the discovery of fire and crude agriculture; but they cannot evolve to starfaring status (this is disputed by Darwinism, a quaint idea held by the Wolfling Terrans). At this point it requires an older Patron race to finish off their evolution and emerse them in Galactic society. These species are now Clients, and owe their Patrons loyalty and 100,000 years of indentured service while they are being Uplifted to their full potential.

Wolflings are an infrequent phenomenon and are considered to be abandoned half-finished by their Patrons.
